The Mission of New Castle Elementary School is: 

The staff at NCES is committed to providing an environment that challenges, nurtures, and empowers our students to reach their maximum potential to become life-long learners and productive citizens in an ever-changing global society.

New Castle Elementary opened in September, 1999. Located in the southwestern section of Virginia Beach, the school serves the neighborhoods of Bellwood Estates, Bellwood Meadows, Bentley Gate, Bentley Park, Glennwood, Hill Crest Farms, Indian River Coridor, Indian River Estates, Indian River Farms, New Castle, River Lakes, River Oaks, Salem Lakes, Village Bend, and Wyndemere.

New Castle’s faculty and staff have focused on providing an outstanding academic education for their students, creating a safe, nurturing environment, and establishing a reputation in our community as an organization of excellence exemplified by our service to our customers. Recent surveys of parents, students and teachers indicate a high level of satisfaction with the school from all groups.

During New Castle’s second year, the school became fully accredited by the Commonwealth of Virginia based on student performance on the Standards of Learning tests. Most recent 2013 test performance resulted in New Castle continuing in fully accredited status and making Annual Measurable Objectives on the mandates of No Child Left Behind Federal Legislation. New Castle Elementary serves an ethnically diverse student population.

New Castle Elementary has an active Parent Teacher Association that boasts a high level of membership and involvement. The PTA sponsors a wide variety of programs for both students and parents including a Volunteers in Education Program in which parents and community members donated over 6,000 hours of service to the school. The PTA funds student assemblies and programs, family oriented activities, and educational programs.

New Castle has established school business partnerships with Chick-fil-A, The Skinny Dip, The Knapsack Children's Consignment Store, The Sandler Center for the Performing Arts, Norfolk Botanical Gardens, Liberty Tax, South Beach Apartments, Landstown High School (Engineering Department), and Mass Mutual.

Students may participate in the SCA, Ecology Club, Safety Patrol, Running Club, Student Ambassadors, Chess Club, and the Student Host Program. Students publish a yearly literacy magazine, The Dragon Digest, and a school yearbook. An after-school tutoring program is available for students needing remedial assistance. Fourth graders participate in DARE and Fire Safety education. During the 2012-2013 school year, Future Dragons began—an outreach program to children aged 2 to 5. This ready-to-learn initiative helps over 100 children prepare for entrance into school at New Castle.

New Castle students have won both local and national recognition for their academic ability, musical talent, and service. The school’s WordMaster teams have been nationally recognized.
